Silvanesti NPCs (Part Two)

Eilra Summerwalker is the captain of the Lateu'ivae (Rainbow), an elven ship based in Silvanost. She served as a member of the Elven Advisory Council until she was abducted by Lord Hamish and taken to the Plane of Faerie due to her romantic involvement with Raven. There, she was used as bait to lure him into an ambush by Ellessandra, who at that point was the Lady of the Crawling Fey. After her rescue, she tracked and coordinated the efforts of the adventuring party Raven was part of and participated in the defense of Tarithnesti.

Parnitha is the commander of the Silvanesti garrison in Tarithnesti. Her primary duties are the protection of the city, the training of its defenders, and keeping a watchful eye on Khur raiders from the north. Back when Tarithnesti was founded, it was protected by a Cadre of Ranger-Arcanists. She rarely raises her voice, projecting a quiet authority. When she uses her primal scream, her warriors claim that "the forest screams with her."

* Crystal-tipped arrows are treated as Masterwork ammunition; additionally, when they glow dimly under low-light conditions. They shatter on impact, leaving the target covered with "glitter" that retains its dim glow. Survival checks made to track a target hit by a crystal-tipped arrow receive a +10 bonus for 1 hour before the crystals lose their luminosity.

Primal Scream (Su): 6/day, as a free action that does not provoke attacks of opportunity, Parnitha can release a primal scream induces a state of feral frenzy that lasts for 4 rounds. In this frenzy, she gains a +2 bonus to Strength and a +6 bonus to Dexterity. In addition, her jaw elongates and her teeth become razor-sharp; granting a bite attack that deals 1d6 points of damage. She can wield a weapon in one or both hands at her normal attack bonus and make a secondary bite attack, but in that case the bite attack takes a –5 attack penalty.
     • Enemies Shaken: Her primal scream makes enemies within 30 feet shaken when she activates the ability. This is a sonic, mind-affecting fear effect. Creatures in the area must make Will saves (DC 17). On a failed save, a creature is shaken for a number of rounds equal to her class level. Creatures with more Hit Dice than her are immune to this effect.
