Bill Cipher

I did not know "Gravity Falls" waa even a show when it first aired but it recently popped up in my Disney+ recommendations because I watched "Phineas and Ferb." I have now binge watched the series three times and all I have to say is that Bill is awesome.

Appearance: Bill is a yellow, two-dimensional and triangular creature that bears a strong resemblance to the reverse side of the Great Seal of the United States, which in turn consists of the Eye of Providence and an unfinished Egyptian pyramid. The color of his body briefly becomes lighter when he speaks. Often when he appears, the area he appears in takes on a washed-out monochrome appearance. It is unknown whether this effect physically occurs, or if it is simply a visual effect to bring attention to his appearance.
     He has a single large eye with a slit pupil, rimmed with four short black lashes on the top and bottom, though sometimes there are three on the top and four on the bottom. He moves around mostly by floating about and rarely actually stands on his own legs. He has thin, black limbs, wears a small, black bow tie and a tall, thin, black top hat that floats just above his head. He has no mouth whatsoever.

Cipher Zodiac (Su): If ten particular individuals gathered in a magic circle designed by the ancients who had known Bill, they would be able to banish him back to the Mindscape; however, this would not come to pass if any of the individuals broke the chain.

• Automatic Actions: Bill can use any skill that directly involves his portfolio (Chaos), even those he has no ranks in, as a free action if the DC for the task is 15 or lower.  She can perform up to two such free actions each round.
• Communication: Bill can read, write, and speak any language, even nonverbal ones. He can speak directly to any being within one mile of himself.
• Create Magic Items: As a deity of chaos, Bill can create any magical items related to his portfolio (without any requisite item creation feats) as long as the item’s market price does not exceed 4,500 gp
• Divine Aura: Bill's mere presence can affect mortals and beings of lower divine rank within 10', who might find the experience either uplifting or unsettling (DC16 negates) for 24 hours. He can choose from the following effects as a free action (Daze, Fright, or Resolve). This is a mind-affecting, extraordinary ability.
• Divine Immunities: Ability Drain, Ability Damage, Acid, Cold, Death effects, Disease, Disintegration, Electricity, Energy Drain, Mind-affecting effects, Paralysis, Poison, Sleep, Stunning, and Transmutation
• Divine Senses: Bill can see, hear, touch and smell at a distance of one mile. As a standard action, he can perceive anything within one miles of his worshipers, holy sites, objects or any location where his name has been spoken in the last hour.  He can extend her senses to two locations at once. He can block the sensing power of deities of her rank to two locations at once for up to an hour.
• Domain Powers: Cast Chaos and Evil spells at +1 Caster level
• Godly Realm: Bill has a godly realm that serves as a workplace, personal residence, or audience chamber.  Within 100' of himself, he can set any temperature that is normal for the Plane where it is located, and fill the area with scents and sounds as he sees fit. He has control over links to the Astral Plane, thus enabling or disabling teleportation and similar effects within the realm. He can erect buildings but this must be done through his own labor, magic or other divine powers.
• Grant Spells: Bill automatically grants spells and domain powers to mortal who pray to him. He can grant spells from the Cleric spell lists and the Chaos and Evil domains.
• Immortal: Bill is immortal and cannot die from natural causes. He has no need to eat, breathe or sleep and does not age.
• Portfolio Sense: Bill automatically senses any event that has to do with Chaos or Evil as long as it affects 1,000 people or more.
• Salient Divine Abilities: Alter Size

Eye Vulnerability (Ex): Bill's large central eye is easily damaged compared to the rest of his body. Called shots that directly target the eye (at -4 to hit) ignore 5 points of damage resistance. If his eye is sprayed with an aerosol (spray paint, pepper spray, etc), it causes him significant pain and can temporarily blind him (1d2 rounds) although he suffers no hit point loss.
Possession (Su): Bill is able to inhabit bodies. He can only access bodies and conscious minds if he is allowed to through a contract, which involves agreeing to certain terms and shaking Bill's hand. He remains in control of the body until he forced out or tricked into leaving it. His powers do not migrate into his host body and cannot affect the physical world.
Regrowth (Su): Bill is capable of regrowing lost body parts, including his eye, as a full-round action. In the event of his total corporeal destruction, his body will regrow, even from atoms, with the amount of time varying.
